Why is it that Mend Ailment can be cast on yourself but Mend Condition can't?

Mend Ailment only triggers healing on 2 or more conditions. It's good for removing conditions, but you'll often find it not healing unless the enemy stacks a lot. (And of course there's always force-stacking with martyr)
Mend Condition, on the other hand, is an Orison of Healing and condition removal in one. The healing isn't that amazing, but I suppose they decided the effect was akin to that of Heal Other; More effects in a spike, cheaply.
That's as far as I can make it out, anyway.
Edit: And yeah, mend ailment can at times produce huge amounts of healing cheaply (Cripple+bleeding+poison+disease+deep wound you'll get in the arena all-in-one in some matches suddenly becomes 284 healing.). However, like Word of Healing, that effect is conditional. MUCH more conditional. Something you can manipulate only slightly.
On the other hand, while the healing might not be all that much on Mend Conditions, consider the line you're in; Damage mitigation
20 seconds of poison, or 80 DoT, becomes 71 healing (+40 or so for DF) and is removed.
And NOW it's got a punch more effective than Orison of Healing, when you take into account damage healed and future damage prevented.

Because mend condition is obviously the better skill of the two?
If you'd be able to cast it on yourself I reckon it would be overpowered. It's better because MA's healing only triggers with 2 or more conditions as Mercury Angel said, the conditional massive heal doesn't make up for that.
P.S. How do you do that quote trick??

The quote button or []'s around QUOTE and /QUOTE, [QUO TE] and [/QUO TE], without the spaces. I'd show it accurately, but I'm not sure how to get it to read like that without it actually becoming a quote <_<
And to further the topic, since the point of my original post, Mend Ailment has since been nerfed in recharge time making Mend Condition even better in comparison.
Of course, Draw Conditions is actually the most effective pure condition removal if you have the energy to spam it, removing multiple conditions faster and with a shorter recharge, but Mend Condition definitely still has a place in many builds for the combined heal and condition removal.
